The challenge

What happens when entire communities sit in the path of rising rivers with no reliable way to predict when disaster will strike? In southeastern Romania and northern Bulgaria, repeated flooding causes millions in damage and hundreds of emergency events, exposing a critical gap in preparedness. Without an effective forecasting or early warning system, local governments were left reacting too late, struggling to protect lives, property and infrastructure as floodwaters advanced.

But the challenge went beyond nature — it was also about coordination. Multiple agencies across the two countries needed to act as one, yet lacked the tools to share data, anticipate risks and respond in real time. Calarasi County in Romania and Polski Trambesh in Bulgaria needed to transform fragmented processes into a unified, data-driven approach to disaster management.

The solution

The governments worked with Intergraph Computer Services (ICS) Romania, a longtime Octave partner, and leveraged Octave’s advanced geospatial technologies to build a solution. They implemented the Risk Management IT System for forecasting floods and responding to other crisis events, shifting flood response from reactive chaos to precise, real-time control. Instead of guessing when disaster might strike, officials can now forecast floods using dynamic 3D simulations that combine historical patterns with live sensor data, giving them a clear, visual understanding of exactly how rising waters will impact communities, infrastructure and lives.

But the real breakthrough goes beyond prediction. The powerful, integrated Risk Management IT System brings agencies, data and decision-makers on a single collaborative platform, enabling faster communication, smarter planning and coordinated action across borders. From early warnings and evacuation planning to live monitoring and post-event recovery, every stage of disaster management is streamlined into one unified system. The result is a future where officials don’t just respond to floods — they stay ahead of them, protecting communities with confidence and precision.
